Sometimes a game is just a game, but I think I have seen shades of this before.
I once spent an afternoon with grandpa Charlie when he showed me the critical importance of "blue clay" for the construction of high end horseshoe pits. I think he trucked some from out of state to spruce up a local park, where he became the local horseshoe master.

He brought the dirt from his little town of Delphi, Indiana
Then he got permission to built the pits in Wheaton or Glen Elly for the suburban older men and created quite a active group

Nice to know I wasn't dreaming about the clay, Mom. Apparently it's only in a few places. Didn't know Delphi was one.
